Russia: Blue Circle Sign with Red X and Circle is "No Parking!"

It seems the drivers do not know the purpose of this sign or maybe they pretend they don't.
I'm wondering where the militia or they fine only those who drive with overspeed :(

Hi.
In Norway this sign mean no stopping, the one with one red line crossing is no parking.

I looked at signs' meaning again just to check ourselves.

You are right we have the same signs' meaning in Russia:
1) sing with cross means "no stopping, no parking";
2) sign with one red line means just "no parking".

Now we know that at least these two signs mean the same in out two countries! :)))

Hi Ludmila,

Where is militia -- Kyle often asks me the same question, now it becomes more seldom... Militia regularly stays in special check-spots or you are right they catch speeding drivers sometimes... Really, there is not too many of militia here and maybe it's not bad...

As for this picture - poor people really don't have any place to park car -- just along the road! That sad...
